I favour WordPress (WP Bakery) for growing SMEs. While it is slightly more technical, WP Bakery is a good starting point for businesses that may move on to a professional web developer one they ‘outgrow’ it.
While I'm sure agency workers do a great job, they can be slow to respond to queries if they are managing multiple clients. Furthermore, agencies can be very expensive due to overheads.
